Bacolod City College (BCC) is a community college operated by the local government of Bacolod City, Negros Occidental, Philippines.
It was passed by the Sangguniang Panglungsod with a majority vote on April 10, 1997, and was approved by the City Mayor on April 16, 1997.

It was in one of those programs of a public elementary school in the city sometime in 1995 that the then first termer Bacolod Mayor Evelio R. Leonardia, seeing the young pupils lining up, raised a question in his mind whether all of these children would be able to go on to higher education. Maybe, they could all go to any of the many public high schools in the city. But to go on to college was another thing as tuition fees in all the private colleges in the city may not be of reach by all of these children.
With these thoughts as mayor of the city, he envisioned the idea of establishing a public college for Bacolod City, a college that could become an easy access to quality but affordable education for those who want to strive to better their lives. Thus, on November 6, l996 he signed Executive Order No. 27, Series of 1996 creating a Task Force on City College that will study existing resources in coming up with a feasible option for the establishment of said college. In that said executive order, Mayor Bing stressed the urgency of the matter by stating that the Task Force shall submit its recommendation at the soonest possible time considering that the plan is projected for implementation and completion in time for the school opening in June 1997.
In the last week of January 1997, Councilor Renecito Novero, city council chairman of the committee on education, informed the Task Force that he had already drafted the ordinance for the creation of a city college and that it was scheduled for its first reading in February.
Finally, on April 1997, the city council passed in its third and final reading City Ordinance No. 175, Series of l997 establishing the Bacolod City College. Mayor Leonardia approved and signed the ordinance on April 16, 1997 where he then issued an executive order appointing the members of the Board of Trustees (BOT) with him as chairman.
Since there was no specific location yet or building, the Board passed a resolution that for a start college classes would only be in the afternoon using the classrooms at the Bacolod City National High School (BCNHS).
The first semester of School Year 1997-1998 opened in the first week of July, exactly nine months after Mayor Leonardia issued that executive order forming the Task Force.
The first programs offered were Bachelor of Science in Business Administration major in Entrepreneurship, Bachelor of Science in Industrial Technology majors in Civil and Electronics Technology, and a 2-year Secretarial course. Tuition fee was at P30.00 per unit in 1997 and until today. There were 135 first batch of enrollees of the newly-opened Bacolod City College. The following school year, enrolment rose to 1598, so it was now necessary to extend classroom use to ETCS 1 and ETCS 2.
Presently, there are seven programs offered by Bacolod City College - Bachelor of Science in Business Administration, Bachelor of Science in Industrial Technology, Bachelor of Elementary Education, Bachelor of Secondary Education, Bachelor of Science in Office Administration, Bachelor of Science in Entrepreneurship, and Bachelor of Science in Information Systems with a 2-year ladderized program Associate in Computer Technology.
Bacolod City College now operates its main campus in Barangay Taculing with 2 extension classrooms in Barangay Sum-ag and Fortune Towne Barangay Estefania.
